Proposed Zoning Bylaw Amendments
The Planning and Economic Development Board has submitted the following articles to the Board of Selectmen for inclusion on the warrant for the 5/13/2013 annual town meeting.
The Corresponding Town Meeting actions are noted.

Article 27:     This article proposes to amend the Medway Zoning Map by expanding the boundaries of the Commercial V zoning district located at the intersection of Routes 109 (Milford Street) and 126 (Summer Street).  The proposal is to rezone 5 parcels with frontage on Summer Street from Agricultural Residential II to Commercial V.   The property owners have communicated their desire to have their property rezoned.

Article 28:     This article proposes to amend the Medway Zoning Map by adjusting the boundaries between the Agricultural Residential II zoning district and the Commercial IV zoning district (around the intersection at Village and High Streets) so that the parcel boundaries and zoning district boundaries are coterminous.  Presently, there are 10 parcels in this area which have portions of each parcel included in both zoning districts.

Article 29:     This article proposes to amend the parking regulations by deleting most of the existing parking standards and replacing them with updated provisions. One key revision is to calculate the quantity of parking spaces based on a building’s net floor area instead of gross floor area as it is currently determined. This may result in more land being available for construction thereby increasing Medway’s tax base. This may also result in reduced impervious paving and stormwater runoff.  The changes also provide some flexibility in determining the number of parking spaces based on shared parking opportunities and mixed uses.

Article 30:     This article proposes to amend the sign regulations applicable to multi-tenant developments in the Commercial I zoning district. This change would allow business tenants located in the end units of a multi-tenant building to have 2 wall signs (one on each frontage) instead of just one as presently allowed.

Article 31:     This article proposes to establish a moratorium on the establishment of a medical marijuana treatment center in Medway until June 30, 2014.  In November 2012, residents of the Commonwealth overwhelmingly approved allowing medical marijuana facilities; a maximum of 30 can be permitted in the state during the first year with no more than 5 in any county. The Massachusetts Department of Public Health must develop guidelines and permitting procedures.  There is much to review to determine what sites in Medway might be suitable.  This moratorium will provide time to consider various options and develop appropriate zoning for the spring 2014 annual town meeting.
