Recent Development Applications Minimize

Medway Middle School - Minor Site Plan

Location - 45 Holliston Street

Project Summary - The application pertains to the proposed new front entrance and lobby addition on the Holliston Street side of the school.  This exterior work is one component of the mult-faceted Medway Middle School building improvement project being undertaken by the Town of Medway.

Public Discussion - Tuesday, August 9, 2011 at 9 p.m. during the Medway Planning and Economic Development Board meeting.  Click HERE for the abutter notification.  NOTE - The Board approved the minor site plan project during its meting on Tuesday, August 23, 2011.  The decision was filed with the Town Clerk and is subject to a 20 day appeal period.  The Board endorsed the final site plan documents on September 27, 2011.

Bay Oaks Preliminary Subdivision Plan 

Location - 104 Fisher Street, 8.78 acre parcel, Medway Parcel ID is Map 4, Parcel 44A-6A. 

Project Summary - 4 lot, private way subdivision

Public Briefing - The public briefing began on Tuesday, July 26, 2011 and concluded on September 27, 2011 when the Board voted to issue a document specifying issues and concerns to be addressed by the applicant during the definitive subdivision plan stage.

Status - At the developer/applicant's discretion, the next step is to apply for approval of a definitive subdivision plan. Upon receipt, the Board will schedule an official public hearing.

 

Restaurant 45 Site Plan - Proposed Modification to April 2006 Decision

Location - 45 Milford Street

Summary - Restaurant 45 has applied to the Board to amend the April 26, 2006 site plan decision whereby outdoor dining would be permitted on the deck at Restaurant 45. 

Public Meeting to Review Proposed Modification - July 12, 2011, 7:30 p.m.

Status - On July 12, 2011, the Board approed an amendment to the original site plan decision to allow for the serving of food and beveraes on the outdoor deck at Restaurant 45.

 

Norwood Acres Preliminary Subdivision Plan

Status - On June 28, 2011, the Board voted its Certificate of Action and approved this subdivision. The next step is for the applicant to provide revised plans for the Board's endorsement.  We anticipate plan endorsement will take place this fall.

 

Charles River Village Open Space Residential Development (OSRD) Special Permit

Location - 6 Neelon Lane - 7.6 acre parcel; Medway parcel ID 1D-33

Project Summary - 13 unit, single family cottage style residential condominium community

Public Hearing - The public hearing was closed on February 8, 2011. The Board deliberated on this development proposal during its meetings on 2/22/2011, 3/8/2011, 3/22/2011 and 3/30/2011.

Status - An abutter to this development has filed a lawsuit in Land Court against the Board and the developer/applicant.  Any future filing of a definitive plan for this proposed development is on hold until the lawsuit is resolved.

 

Village Estates Definitive Subdivision Plan

Location - 272 Village Street - 1.98 acres; Medway Parcel ID is 2B-7.

Project Summary - 2 lot, private way subdivision

Public Hearing - The public hearing began on June 28, 2011 and was closed on November 29, 2011. 

Status - On November 29, 2011, the Planning and Economic Development Board approved the plan with conditions and waivers.

Planning & Economic Development Board Overview Minimize

The Medway Planning and Economic Development Board is comprised of five (5) Medway residents who are each elected to serve a three (3) year term, with one member elected each year, plus an appointed associate member who serves as needed for special permit applications. The mission of the Medway Planning and Economic Development Board is to direct the future development of the Town of Medway in ways consistent with the community’s vision and values as outlined in the May 2009 Master Plan.   

The Planning and Economic Development Board is responsible for analyzing, drafting and amending various land development rules and regulations and for proposing and reviewing amendments to the Medway Zoning Bylaw.  Pursuant to state law, the Planning and Economic Development Board develops the master plan, approves applications for the subdivision of land, recommends street acceptance to town meeting, updates the town’s Zoning Map, and conducts Scenic Road public hearings to issue scenic road work permits. Under the Zoning Bylaw, the Planning and Economic Developmentn Board  is responsible for the review and approval of site plan applications and has special permit granting responsibilities for Adult Retirement Community Planned Unit Developments (ARCPUD), for Open Space Residential Developments (OSRD), and for Adaptive Use Special Permits. 

The Planning and Economic Development Board is assisted in its work by the town’s consulting engineer, Tetra Tech Rizzo of Framingham, MA for technical engineering review and construction supervision services and by the Town's consultant planner, PGC Associates, Inc. of Franklin, MA. for grants and specialzed zoning matters.

The Planning and Economic Development Board also serves as an advocate for the town’s participation in various state programs and initiatives such as the Community Preservation Act, Executive Order 418, open space preservation, storm water management, smart growth techniques, and Massachusetts land-use regulation reform. Members of the Design Review Committee, Open Space Committee, Economic Development Committee and Master Plan Update Committee are appointed by the Planning and Economic Development Board.  The office provides support to those committees and also assists the Affordable Housing Committee.

The Board encourages the public to get involved by attending Board meetings and commenting at public hearings. NEW TRAIL MAPS AVAILABLE

The Open Space Committee has posted two new Trail maps of Town owned open space properties which may be used by the public.  One trail is between Choate Park and Medway HIgh School. DEVELOPMENT HANDBOOK AVAILABLE

The Planning Board has published a Development Handbook, a guide to the development process in Medway. The handy reference guide provides summaries of the various permits needed from Town boards and departments and provides a flow chart to show the step by step process. The Handbook is available for viewing on the Planning Board's web pages under Planning Initiatives. Funding for the completion of the Handbook was provided by the Commonwealth of Massachusetts under the 43D Expedited Permitting program.
