PLANNING BOARD ANNOUNCES NEW DEVELOPMENT HANDBOOK

The Planning Board has published a Development Handbook, a guide to the development process in Medway. The handy reference guide provides summaries of the various permits needed from Town boards and departments and provides a flow chart to show the step by step process. The Handbook is available for viewing on the Planning Board's web pages under Planning Initiatives. Funding for the completion of the Handbook was provided by the Commonwealth of Massachusetts under the 43D Expedited Permitting program. 

 

PLANNING BOARD RELEASES NEW DESIGN REVIEW GUIDELINES

The Medway Planning Board has released new Design Review Guidelines. Developed by the Design Review Committee and approved by the Planning Board, the Design Review Guidelines are intended to assist property owners, businesses and developers with sound design principles to guide the preparation of special permit applications, site plans and sign permits. The Design Review Guidelines may be viewed online and downloaded. Copies are also available at the Planning Board office at Town Hall. For further information, please contact the Planning Board office at 508-533-3291.

Planning Board Overview Minimize

The Medway Planning Board is comprised of five (5) Medway residents who are each elected to serve a three (3) year term, with one member elected each year, plus an appointed associate member who serves as needed for special permit applications. The mission of the Medway Planning Board is to direct the future development of the Town of Medway in ways consistent with the community’s vision and values as outlined in the May 1999 Master Plan.   

The Planning Board is responsible for analyzing, drafting and amending various land development rules and regulations and for proposing and reviewing amendments to the Medway Zoning Bylaw.  Pursuant to state law, the Planning Board develops the master plan, approves applications for the subdivision of land, recommends street acceptance to town meeting, updates the town’s Zoning Map, and conducts Scenic Road public hearings to issue scenic road work permits. Under the Zoning Bylaw, the Planning Board  is responsible for the review and approval of site plan applications and has special permit granting responsibilities for Adult Retirement Community Planned Unit Developments (ARCPUD), for Open Space Residential Developments (OSRD), and for Adaptive Use Special Permits. 

The Planning Board is assisted in its work by the town’s consulting engineers, Vanasse Hangen Brustlin, Inc. of Watertown, MA and Tetra Tech Rizzo of Framingham, MA for technical engineering review and construction supervision services and by the Town's consultant planner, PGC Associates, Inc. of Franklin, MA. for grants and specialzed zoning matters.

The Planning Board also serves as an advocate for the town’s participation in various state programs and initiatives such as the Community Preservation Act, Executive Order 418, open space preservation, storm water management, smart growth techniques, and Massachusetts land-use regulation reform. Members of the Design Review Committee, Open Space Committee and Master Plan Update Committee are appointed by the Planning Board.

Proposed Zoning Bylaw Amendments for 5-12-08 Annual Town Meeting Minimize

The Planning Board has coordinated the preparation of a series of proposed amendments to the Medway Zoning Bylaw for consideration at the 2008 Annual Town Meeting (Monday, May 12, 2008 at 7:30 p.m. at Medway High School, 88 Summer Street).  NOTE - The Annual Town Meeting has been rescheduled to Monday, June 2, 2008 at 7:30 p.m. at Medway High School.

The proposed Zoning Bylaw amendments are briefly described below. Click on TEXT at the end of each description to view an overview/ summary of the article and the proposed text as included on the warrant. 

On Tuesday, April 29 and May 6, 2008, the Planning Board conducted a public hearing on the proposed amendments to the Medway Zoning Bylaw.  On May 6, 2008, the Planning Board voted its recommendations.

ARTICLE #21 - Adjust the boundaries between the Commercial II and Agricultural/Residential II zoning districts by rezoning certain residentially used properties on Appleton Way, Holliston Street, Malloy Street, Orchard Street and Henry Street from Commercial District II to Agricultural/Residential II.  TEXT   Planning Board Recommendation - APPROVAL. APPROVED by Town Meeting 6/2/08.

ARTICLE #22 - Add a new sub-section to establish a Business/Industrial zoning district and rezone a portion of the area presently zoned Industrial District I to the new Business/Industrial district. TEXT  Planning Board Recommendation - APPROVAL. APPROVED by Town Meeting 6/2/08.

ARTICLE #23 - Add two new permitted/by right uses in Industrial District I and define "Contractor's Quarters". TEXT  Planning Board Recommendation - APPROVAL. APPROVED by Town Meeting 6/2/08.

ARTICLE #24 - Merge existing Commercial District I, the modified Commercial District II, and a small strip of the Agricultural/Residential II district to form a new Commercial District I.  This will allow the same uses on both sides of Route 109/Main Street from Holliston Street west to Pond and Elm Streets. Add a definition for Useable Floor Space. TEXT  Planning Board Recommendation - APPROVAL with a minor amendment.  APPROVED as amended by Town Meeting 6/2/08. 

ARTICLE #25 - Clarify the Open Space Residential Development (OSRD) special permit process and add options for a developer to include a local convenience retail use and a community center in an OSRD. TEXT  Planning Board Recommendation - APPROVAL.  APPROVED by Town Meeting 6/2/08.

ARTICLE #26 - Add a new Affordable Housing sub-section with provisions for residential developers to incorproate affordable housing in their development plans. TEXT  Planning Board Recommendation - Dismiss. 

ARTICLE #27 - Revise the sub-section on Non-Conforming Uses to be consistent with Massachusetts General Law and case law. TEXT  Planning Board Recommendation - APPROVAL.  APPROVED by Town Meeting 6/2/08.

ARTICLE #28 - Revise certain provisions in the Sign Regulation sub-section regarding how variance and special permit petitions are referred to the Design Review Committee. TEXT  Planning Board Recommendation - APPROVAL.  APPROVED by Town Meeting 6/2/08.

ARTICLE #29 - Add a provision to allow Individual Establishment Projecting Signs in Industrial Districts I, II and III. TEXT  Planning Board Recommendation - APPROVAL.  APPROVED by Town Meeting 6/2/08.

The proposed Zoning Bylaw amendments have been reviewed by the Board of Selectmen, the Finance Committee, the Zoning Board of Appeals, the Industrial Development Commission and Town Counsel.

The Planning Board will hold a public hearing on the proposed amendment on Friday, May 30, 2008 at 7:00 p.m. in the Sanford Room at Medway Town Hall, 155 Village Street. The public is invited and encouraged to attend to provide comment and testimony.
